Just a dumb thought about Shantae don't take (super) seriously (revisions/nerfs if that piques your attention)

Isn't it kind of weird that her best feat is a non-lethal storm that never caused any collateral damage or casualties? At most; it just changed the scenery and it's not even considered as a traditional attack, yet it's still treated like a condensed nuclear bomb despite the fact that the game is very vague about the insight of the generation (speed, time frame, intensity, etc.) other than knowing that it's made from dark magic (a.k.a. unexplained science), so we could never really figure out if it's something that would actually destroy a city.

Even the same calculation that the Shantae pages use as a citation for Pirate Master's storm attack would suggest that this cutscene would be the catalyst, but just having moderately-sized boulders rise from the ground wouldn't really indicate city-leveling destruction.

Anyways, this is more-or-less a shower-thought; especially considering that Shantae's page doesn't really receive that much attention or changes so people could feel very different about the storm feat.
 
Doesn’t have to be destructive, moving that many clouds that fast = however many megatons = small city level
 
We don't use Area of Effect or Destructive Capacity here. We use Attack Potency, which relies on Joule value of the attack.

That and Universal Power Source shenanigans with Dark Magic where it serves to be the one single power source for the Pirate Master, based on what I read in Shantae's profile, it implies the magic amps both physicals and supernatural attacks to the same level. Common concept in fiction.

Even if you used AP, we still never really had any data about the storm other than than it covered scuttle town. Nobody knows how fast the storm was generated; the time frame is also extremely vague, and the intensity doesn't seem very strong. It's very hard to pinpoint the exact strength of a storm that could've taken mere hours to generate only for it to cover an entire town (and outskirts)

We don't need any of that for CAPE-based storms. What you are asking for, is a KE-based storm. It's called and calculated as a generic common feat for a reason that can be applied to basically any storm feat ever if there aren't enough deets to go about.
