Actually, Juri's strength and durability (Multi City Block+) surpasses Merc's.

The only problem here for Juri is Mercury's speed. Nothing more.

Mercury is strong, but I'm not sure he can match hers, and Juri is a very quick opponent. Much as I like him, my vote goes to Juri.

Juri is outclassed in speed(by a lot), but she has higher power and defense(by a lot). Plus Mercury doesn't have any hax that would give him a fighting chance. Yeah...eventually after taking every shot with no pain, Juri will one shot him.
