Anyways, Joshua would have the range advantage here (I mean, he has a pistol, while she has a chainsaw and a flail). And Joshua would have no trouble dealing with melee-based opponents (He used to be the co-founder of the Legion, which makes him somewhat comparable to Legate Lanius and other melee-based Legionaries). He also should have no trouble dealing with Chainsaw wielders (Some Legionaries use a Ripper, a chainsaw-sword hybrid)
 
So I'm gonna try to list advantages each character has

Joshua: Range, Intelligence, Durability

Suisei: Lifting strength, transmutation (but this one requires optional equipment so this might be a moot point)

If I missed anything please let me know
 
Well I'll vote Joshua for those reasons, skill wise he should be comparable to if not superior to the likes of Boone who in one ending mows down scores of Legion soldiers before being subdued. Idk what skill feats Suisei has

If the AP gap isn't too big, I think Joshua should take this. He's got guns, the skill advantage, and while the tactics he employeed in Hoover Dam were absolutely trash, he still knows the layout of the entire place which should also give him some advantage.

Joshua, He's supposed to be taken as a Companion in New Vegas, in short, every weapon you have in New Vegas should be able to be given to him, including the orbital laser like Archimedes II.
I also remember that he was burned alive and rolled off a cliff, so he is quite resilient.
