Bakugo has a 1.35x AP advantage and absolutely slams LS wise. He should also be more skilled being a well trained hero and all. Jeffrey could pull a Deku and copy Bakugo’s movements so that puts them on an even field in terms of acrobatics, Jeffrey can also fully fly rather than just rapidly propel himself. Second Wind and Last Chance are also great for keeping Jeffrey in the game via healing and endurance. Jeffrey also can briefly confuse Bakugo and shoot at him with homing rockets.

I think Bakugo should take this with his wider array of advantages, Jeffrey’s healing perks just kinda even out with Supernatural Willpower since he’ll likely be taking more damage. AP Shot and Explode-A-Pult should be able to remove Jeffrey’s aerial advantage as well. Bakugo could be hit by confusion and take some hits but that’s temporary and Bakugo is still more skilled than Jeffrey, so he could maybe dodge things besides homing rockets. And Bakugo is enough of a beast to survive until he can fight again.

Confusion Grenades don't just cause confusion, they temporarily disable player's perks, which should also be able to temporarily disable Bakugo's quirk. That's why Confusion Grenades are Power Null and not Mind Manip.
 
Is Jeffrey’s disabling temporary like in game? If it is, Bakugo could avoid or take hits until he’s ready for battle again.
