is not necessary to burst continent in order to rule Noxus. Also, he (and Jarvan) are equal to the Freljord queens

But Jarvan only have a big lance, big muscles and a nice armor. But yet you are still climbing in making him multi-continental, despite
never being showed or even implied being capable of doing so.
