Issue with one of the qualifications for outerverse

One of the qualifications of outerverse is making infinite dimensional planes look nonexistent in comparison. But that feels small. That sounds exactly like the difference between a higher dimension and a lower one: IE an infinite 3D volume has a value of 0 in a 4D verse.

what do you really need to qualify for 1-A?

I've read the qualification for 1-A and it got me thinking why Death of the Endless isnt 1-A

She exists outside time and space, abstract and formless, unaffected by the destruction of an infinite dimensional Creation

Are there some other qualifications that I'm missing?
 
You need to transcend the very concept of dimensions. Simply existing "outside" isn't enough.

It still seems far too limited the used as a proper comparison...given that the difference is literally incomparable.
 
She's not just outside though, she's also unaffected with every dimensions being destroyed and by the outerversal realm that will swallow it up. Does that imply transcendance over the very concept of dimension? or does a character need to be explicitly said to conceptually transcend the concepts of dimension? isnt that a too narrow definition?

I've seen characters here that are rated as 1-A just because they exist in an outerversal realm

Transcending dimensions as a concept is undoubtably 1-A, so long as they refer to geometrical dimensions, and not necessarily dimension in the sense of alternate universe. I mean it's called "beyond dimensional" for a reason.
