This should be relatively straight forward.
Even the slowest Baron Ranks can move at the speed of sound, while the fastest can move at dozens of times the speed of sound (Chapter 1846)
Lilia who hadn't even reached Count Rank had an observable speed of 1/200 millionth of a second with a reaction speed of 1/100 millionth of a second (Chapter 1846)
Low Count Ranks can handle lightspeed (Chapter 1846), and are faster than Lilia who at that point had a reaction speed of 1/100 millionth, so I think they should be relativistic+.
When someone is at the level of High Count Rank, they can move at the speed of light (Chapter 1189). This is interesting but on its own not that useful since there isn't anyone who is High Count Rank that we follow in the story.
FTL
Iris currently scales to FTL due to Kaito needing the glasses (Chapter 736) which lets him see up to 10xFTL, to see Iris vs Isis, when Iris was weaker than she is currently, meaning Iris speed is probably close to that level for Alice who is the smartest character in verse minus the nigh-omniscient beings, to request for a 10xFTL glasses to see the fight. This was just strong conjecture years ago, but now we have beings who are High Count Rank already being speed of light, and Peak Count Ranks being stated to be much faster than Lilia who is slight below light speed (Chapter 1846).
There is a calc for a feat, which hasn't been evaluated yet, of Iris creating her barriers reacting to Polaris dropping stars on her, but the feat itself being controversial whether there were actual stars, and even looking at it honestly kinda vague whether Iris put her barrier up, reacting to the "stars", or she did it after the stars started dropping on her, just gonna ignore this.

Based on the previous statements, the higher ranked you are the faster you are, if Peak Counts are already FTL, Duke Ranks would be faster, and this isn't taking into account that even in Duke Rank you have people are above the others ie Pandora=Ozma>Freabell, Agni, Iris etc>Fafnir, Lillie etc, and 6 Kings are above all of them.
We see Isis with what is described as a light job moving faster than Kaito's glasses which can see 10xFTL can see (Chapter 737). Since 10xFTL is a light jog, nowhere near max effort I think this warrants an "At least" rating, more interesting though is that a Serious Isis uses time manipulation and instantaneous movements, these aren't explained, though we have seen characters like Lilia using time manipulation to increase her speed by 3x, so could be something like that, and instantaneous movements we just have to assume is teleportation without an explanation.
Main thing here is getting the "At least" rating, though Alice being stated to be faster than Isis right after the mentions of instantaneous movement and time manipulation is again interesting, though we can chalk it up to Alice having better time manipulation, and better teleportation.
