[First, let me give a basic explanation of Blessings. This may be redundant for Miyama Kaito-sama, but Blessings bestowed by Gods come in two types: Provisional Blessings and True Blessings. Put simply, a Provisional Blessing is the act of applying Auxiliary Magic on a person using Authority to a target. A True Blessing, on the other hand, involves bringing the recipient within the bounds of one’s Authority…… granting permission to use a portion of that Authority. The case of Lilia Albert is an easy example. She has received a True Blessing from God of Time and Space Chronois, and through that grace she is able to use the Authority of Time, but only with regard to acceleration.]

In short, Lilia-san can use a power that stands above magic, Authority, but only for accelerating time, and because it is Authority, not magic, that acceleration cannot be nullified by ordinary Time-Space Magic.
The same goes for Fate-san’s True Blessing, she had explained it as "becoming luckier", but more accurately, it must be that the Authority of Fate activates in certain elements tied to luck.
