This has been a topic which has been discussed in multiple places, so I won't rehash the entire list of arguments, I am just going to make this simple. Currently Isis has law and concept manipulation for even her passive magic power of death, which as a result every peerage holder has a resistance to, because they can to various degrees resist the magic power of death. This has an obvious contradiction, authorities are higher than magic, and also can't be defended by magic (Chapter 1515). Authorities are reproductions of Shiro's power (excluding the Epilogue), the highest power in the world, thus authorities are the absolute rules of the world (Chapter 1183), the principle of the world and a part of Shiro's power (Chapter 1871).
Given all this if authorities are the highest power, higher than magic, can't be defended etc how does everyone relevant (literally 50,000 peerage holders exist in story) have resistance to this? Imo the answer is that what they resist clearly isn't on the level of an authority, thus they should lose the concept & law resistance. The magic power of death is special in that it's strength varies based on Isis mental condition and we have seen that when in a bad mental state, it was powerful enough to affect even Kaito (Chapter 53).
As accepted here, authorities have smurf range, and Kaito's True Blessing granted to him by Shiro is also smurf, so if Isis in a bad mood can bypass Kaito's blessing, it means obviously it's on the level of an authority, the normal passive has shown no feats on this scale and it would be a contradiction if there was any, because authorities aren't suppose to be resistible.
So here are my conclusions

So here are my conclusions
- Remove Resistance to Concept and Law Manipulation from Peerage Holders, except for the 6 Kings who are equals to Isis, and are basically anomalies who have been tinkered with by Shiro, thus they only have baseline resistance to these abilities, the non-conceptual stuff stays the same.
- Concept & Law Manipulation should only apply to Isis when she is serious, because it's her full power and above her passive when not serious, and effectively nobody besides Kaito interacts with Isis when she was in a bad mental state, so we can't scale it to anyone besides the 6 Kings due to her serious power being greater than that.
