i said the battle took place on gallifrey.

does this mean the transduction barriers are allowed, since the time lords created that?


also is speed equalization allowed for civilizations?

i mean is it allowed in the battle assuming the battle takes place on gallifrey.

Because if you use a non doctor who character and say the battle takes place on gallifrey (do you assume the transduction barriers are on as well?)

TB can be deactivated, yes, at one point the sontarans forced the doctor to turn off Gallifrey's defenses because if the Defenses were active they would never enter the planet or even close to the planet.
