if thats not even enough for cm 3 then why do we need body mind and soul stuff to qualify for conceptual regen
There's no such thing as "conceptual regen". Do you mean regenerating from a concept, despite the destruction of your mind, soul, and body (a variety of Mid-Godly), or regenerating from the destruction of the mind, soul, body, and concept (a variety of High-Godly)?

The destruction of lesser fundamental aspects is simply a necessary requirement for regeneration, the body is inferior to the mind and soul which are inferior to fundamental aspects like concept, narrative, and type 2 information. Minds and souls are not at all tied to Conceptual Manipulation, although in some series, minds and souls can be concepts.

Conceptual Manipulation does was it says on the tin. It's the manipulation of concepts, or the essential aspects of something's being, which makes that thing what it is. So if an ability has nothing to do with creating, destroying, altering, or utilizing such concepts, it cannot be Conceptual Manipulation.
