Is this Durability Negation?

This character named Liam from the W.i.t.c.h. comic comes from another universe know as the fast world. His body's molecules naturally move at a higher speed than people from the normal universe. When grabbing someone else, he vibrated there molecules at his speed which caused them to pass out.

Would this be considered Durability Negation or limited Durability Negation?

I ask if it's limited due to the fact that he's basically speeding other characters up but if said characters can naturally move at his speed would it still effect them?

It's full on durability negation. We don't assume that super fast characters have full control over their molecular composition, unlike the Flash who actually has feats of doing so. Character A might be MFTL but their molecular structure is still vulnerable to outside interference, not to mention not all verses rely on a character's molecules being fast to make themselves fast as well.
