Is the Retsu manga canon for Baki the Grappler?

Hello! Please tell me, is the manga about Retsu related to Baki the Grappler canon? Its author is a completely different person, and I have not seen any evidence that it is canon. At most, semi-canon. Perhaps you have some statements from Itagaki or someone like that.
