Is Deidara's tier and range wrong?

I've been reading your profiles and in Deidara's I noticed something wrong. In his says his range is 10 km with C0, but 10 km is not just the radius of the attack? So the diameter is 20 km and therefore its range is that? I do not know if it is a confusion of mine but I would appreciate it if they would help me.
 
Range is how far away from the body that an attack can reach, hence radius.
 
I assumed that was the reason being Deidara the epicenter of the attack, thanks. Another thing if it is not too much hassle, City Level for C0 why? I have seen that they have many calculations although I have not met yours, I would like to know based on which city level for C0. Thanks in advance
