Is Ay (Fourth Raikage) Scalable from Kirin?

The reason I ask this is because Raikage was fast enough to escape Sasuke's perception:

These Scans imply, in addition to Karin's statement, that Raikage in v2 (His Top Speed) is faster than Sasuke can percieve which is why he protects imself with Amaturatsu by cloaking Susanoo ribs in it.

And Sasuke's Percption should be better that Itachi's in this moment:

Considering Itachi was already So blind that after using Susanoo to protect himself, he was completely Blind:

Now I'm not talking about the strength of the eyes, just the perception. Wouldn't this make raikage faster than Kirin?

I know though no quntifiable quantitity is given, but if we assume (And yes, I know how assumptions are treated but still) that being 2x faster than Kirin would be the High End and being 1,1x faster as the low end, we can use the mean which would be 1.55 (The mid point between both), and given that Zetsu here states Lightning is Hundreds of times faster than sound:

We can use the average speed of lighting, which is Mach 291+, which lines up with his statemant because that makes Kiri roughly 300x the speed of sound. And if we use the mid value above, Raikage ends up at Mach 451+.

The overall Reason I ask this is because of KCM Naruto's feat. Him Dodging Raikage by even a couple of feet in the time it would take Rakage to tag him from this distance:
