Is Attack Speed equalized?

Is Attack Speed equalized? Assume Character A has a 9mm handgun, now assume Character B can project natural beams of light.
If Attack Speed is equalized, then either the bullet will travel at lightspeed, or light will travel at transonic speed.
What if Character A solely relies on the speed of their attacks, such as a normal human with gun?

Now Character A fights Character B, who has natural beams of light...whos attack would hit their target first? The bullet, or literal light itself?
 
The relation of speed between the most proficient form of combat and the speed of an specific attack remains intact.
 
Okay, that went way over my head.
What do you mean by that? "Remain intact", as in...is doesn't change/not equalized?
 
Only the relationship, like if this specific attack is x times faster than the standard method of attack, it will keep that multiplier in equalized matches. And although not official, independent attack should keep their speed, even if equalized.
 
So if Attack A is 300 m/s, and Attack B is 3,000 m/s
Is Attack B still 10x faster in an equalized speed match?
 
Only if Attack B's speed comes from a boost, if its independent (ie, straight up stated speed, such modern firearms) it will keep its speed (but once again, this is not official at the moment, so stick the relationship for the moment).
 
That's what I mean. Independent attacks, or attacks that are from natural phenomena.
Bullets from firearms, natural light, etc.

So, the speed of an attack doesn't change even if speed is equalized, but only if the attack is faster than the character?
 
Wasn't their a staff thread saying speed equalized for attacks from for example a Gun, or Bow, is relative or something like that? Happened a long time ago don't remember if it was ever concluded.
