I don't remember Part 1 and 2 very well but I think Hamon works against metal.

Also, Joseph is extraordinary genius, combat only. Tony isn't a combat genius and it's far from Joseph in this regard. So he'll have to deal with Joseph's tricks.

So Joseph has the ap advantage, the battle smarts advantage, and could probably use hamon against Tony's armor. Though Tony can fly. Leaning towards Joseph winning, unless Tontly decides to summon the other armors.
