Intelligence Manipulation ?

So I was reading a book and in it there was an artefact the Blue Sun that emit radiation that makes everyone touched by it smarter.
Susan who was described as not a very smart girl became, after being exposed for a few minutes under the rays, able to beat a national chess champion despite never playing chess before.
The Blue Sun also have the side effect of giving you the mental capacity of a newborn child if you abuse it's rays for too long.
Is this some form of Mind Manipulation?

It might be Statistics Amplification & Reduction since that can include mental boost to intelligence and doesn't have to be temporary.
