if characters have Instinctive Reactions due being able to act/move/fight while sleeping, why Dorothy doesnt have it?

I don’t know what the situation is for this character specifically, but being able to fight while asleep doesn’t necessarily give you instinctive reactions. If there’s a sort of situation where the user is still aware (for instance, if they’re controlling their body from within their dreams) then it wouldn’t qualify.
If that’s not the case, and she can just act and react without any consciousness or awareness, then it’s because it’s a lesser known way of using the ability, so no one thought to add it, in which case you can make a crt to add it.
