You prolly don't care for my input, but in Dragon Ball? Yes (assuming he's in range and familiar with their Ki)
In other universes without Ki? No. He verbatim states he needs to sense someone's Ki and needs to be familiar with it to teleport to them, otherwise it doesn't work.

With verse equalization most being assume to have life force unless stated otherwise, which constitute Ki, so Goku can use it.
Without verse equalization, well other verse need statement to have life force or something similar to have Ki for Goku to use IT

I already contested that train of thought on the thread.
SBA doesn't ALWAYS force energy equalization. It's even stated on the page to be a case by case basis. It would be best to got staff confirmation regarding the concern imo

It is not about force energy equalization, but Ki constituted by life force which mean due to verse equalization everyone that have life, living being will be assumed to have life-force which allow Goku to sense Ki, or life force

The energy equalization applies to all aspects of the energy when equalizing. If we're not going to equalize part or most of the system, we're not going to implement a small part of it. The SBA page even states energy equalization is heavily case by case in when it can be applied.

It is not about apply a part of it, under verse equalization, everyone to have live or is living being (unless stated otherwise such as undead, etc..) is assumed to have life force, that the thing, and have life force mean have Ki, that all

Having a life force doesn't mean you have Ki. That is only the case in Dragon Ball. In Naruto, if you have a life-force, you have Chakra, in Undertale all living things have a Soul, etc.
In some verses, people's life-force aren't associated with anything significant. To say that Goku can sense someone's life force means they have ki, which means their non-existent energy system was equalized to Dragon Ball's energy system.

Occam's razor doesn't even apply here. And we also go by the SBA page, which as stated on the page is case by case. The only exemption seems to be if energy NEEDS to be equalized for a fight to occur (Which I can't really think of many scenario's where that would apply. Most fights can occur fine without energy equalization).

Actually, verse equalization allow Goku to sense Chakra user and even Undertale characters iirc.

If verse equalization is applied, yes. I don't disagree. The problem is as the SBA page states, it's a case by case basis on whether it's applied or not. As it's not always applied by default. This is why people argue on whether it applies in threads with Black Clover, Jujutsu Kaisen, SDS, etc.
