I'm wondering why UEG's tier is higher than Yogiri Takatou.

As far as I know, Yogiri Takato is stronger than UEG.

I'm wondering why UEG is 3-A and Yogiri Takatou is 4-A.
If UEG is 3-A, shouldn't Yogiri Takatou also be 3-A?

Not the reason, iirc. It's moreso that Yogiri's shenanigans are Haxxy stuff, and lacks actual AP feats (with the best actual destruction feat his Death manip did being 4-A). So altho Yogiri's AP is 4-A, his hax (ie, Death Manip) can kill H3A beings/is Tier 2 in potency still.

Pretty much, as all of his feats are done via his Death Manip (hax). The 4-A is just one of the few examples of actual destruction, iirc.

Despite all of that, he can kill H3A beings, and Tier 2 beings as well via his ability.

Simply speaking, yes, he can kill stuff that has a higher tier than him but the reason why he doesn't have that tier is because the way he does that is via hax so it can't be added to his AP or tier.
@SweetDao can explain this better.

Looking at the AP, the reason is because he bypasses their durability and erases their concepts, which don’t have dimensionality and can’t have AP or durability until 1A. So if his ability attacked them physically instead of conceptually, he would have the same AP as them.
