Dbz budokai 3 is the exact same as the DBGT storyline. Omega might have said it in the anime as well, but someone would have to double check

I feel like that can be interpreted as, he will always keep coming back to live if the Dragon Balls are overused, which is type 4 immortality I'm pretty sure. I could be wrong though lol.

Type 4 is resurrection or reincarnation, but he doesn't get reincarnated, but he does get resurrected whenever the Dragon balls are overused and that happens through a certain concept, which is overusing the Dragon balls. Type 8 immortality is reliant immortality, meaning that someone will always come back thanks to a certain object, being or concept existing.

Yes, I believe that the Shadow Dragons do have type 8 immortality as shown in GT when Nova Shenron was reborn through Goku swallowing the Dragonball, granted, it wouldn't be combat applicable in most situations.
Also, as far as I remember, according to Omega, Goku would have outright become Nova Shenron. Even though that didn't happen, I don't precisely remember the reason.
