Immeasurable Speed

According to this page, the immeasurable speed is as follows:

"Movement beyond linear time. This is why the speed cannot be measured. Given that S = D / T, if T is undefined the speed formula cannot be applied. This is the same reason why multiple temporal dimensions also grant immeasurable speed."

But leaving this description aside, a being can belong to this type of speed if it transcends time or if it can dodge attacks of this speed.
Regarding this, I have two questions:

A character of immeasurable speed can have this speed, but he will not use, at any moment in the history of that verse, to go to the past or the future. So he still has this speed, right?

If, for some reason, a structure such as a 1-C structure is used as a normal place (that is, as if it were our universe where there are stars, planets, etc and there are even characters from other tier such as 6-A or 8-C ). The speed could be immeasurable because the tier of that structure is 1-C or this speed will depend on the context.

On the other hand, if a character or characters are described as "beings that transcend the time of the multiverse" or "who feel the flow of time in a way that does not exist for them." Which of these two descriptions would be correct for a being with immeasurable speed?

On the other hand, according to your criteria and leaving aside the description of the immeasurable speed that this wiki has, what would the description of someone with this speed be like? If you had to create a character that had this speed, what would you put in the speed section (I mean why that speed)?
