But leaving this description aside, a being can belong to this type of speed if it transcends time or if it can dodge attacks of this speed.

A character of immeasurable speed can have this speed, but he will not use, at any moment in the history of that verse, to go to the past or the future. So he still has this speed, right?

The speed could be immeasurable because the tier of that structure is 1-C or this speed will depend on the context.
