Didn't we have a thread on if souls are assumed by default
I'm pretty sure the result was that unless there was enough evidence of not having a soul even androids would have souls

Anyways, if soulhax works then Shao Kahn takes this easily.
If it doesn't, Shao Kahn takes this via versatility with his energy weapon constructs and blasts to zone out, telekinetic blasts to keep away any melee attempts on him, forcefields to protect him and reflect projectiles, green energy to speed up and amplify the strength of his attacks, plus better combat experience. Her regen can be bypassed by mindhax since she has a human consciousness but that's less likely so Kahn can outlast her in stamina but then again I'm not sure what stamina feats does she have.
