It looks like baseline, if I'm understanding what calc it's from, he's a bit stronger than someone who seems to be above ~98% of large star+
 
Then Ilpyo has the AP advantage because he backscales from baseline 4-B.

Ilpyo could possibly have a huge AP advantage because Ssam-Su Taekkyeon increases his attack power which would bring him to the 4-B range.

Since they're both relatively haxless, I guess this comes down to a battle of skill. What level of skill is Gohan on at this point?
 
This is Buu Saga, which from what I understand is when he hasn't been training for a long time, and only had a couple particularly serious years of training in his life (neither of which focused on combat skill, but were more directed towards raw power), and even if he was as skilled as Goku, I think Ilpyo would still probably hold the skill advantage. Also, iirc he doesn't have a lot of time in SS2. If I'm right, then Ilpyo should be significantly more skilled in cqc at this point, is much more manipulative, and better at identifying and abusing weak points. He's probably a better strategist as well, considering how well he was able to lead the world government to take on Jin and Daewi.

Unless I'm wrong about something, I think Ilpyo should take this.
 
So... the heck is Gohan's win condition here? Illpyo lets Gohan pound him for awhile? Which would not happen ever?
 
Ilpyo lets Gohan keep him at a range. It's unlikely, but if Ilpyo misjudges or makes a mistake and lets Gohan expand the distance between them early on, and Gohan keeps him at a range for too long, he could lose. Though Ilpyo has similar range to Gohan, he hasn't demonstrated much proficiency fighting at high range, while in DBZ everyone is great with ranged attacks. Though a situation where Ilpyo will lose without choosing/managing to close in will be rare, it could happen enough that this shouldn't be a stomp.

Illpyo is able to analyze an opponent down to their muscle movements, not sure how or why he'd allow this to happen. Especially since Gohan isn't significantly weaker than him, which would make his "underestimates opponents" weakness moot.
