Not sure what you mean by chance, but if you just mean Iayers, depends on which type. But if you are referring to Type 4, yeah, thats how it works, at Ieast in most cases. However, there are aIways some exceptionaI cases.

Yes, that's what I meant and thank you very much, a, I once looked at Caliborn's profile and saw Power Nullification with the Juju Breaker (You can nullify any type of power similar to the Juju by hitting something with the crowbar), but I was wondering what cancellation power is greater than that of venuzdonoa or caliborn in dimensional equality.

A powernuI that works the same way as Venuz or CaIiborn, aka via Iaw manip and stuff, but is more Iayered, is greater then it.
For exampIe, if X character has conceptuaI based power nuII, and another has the same type of powernuII except that its more Iayered, then the Iatter can overpower the first one.
