This is an AP stomp in Hulk's favor as long as Kisame doesn't decide to amp to Low 6-B. If Kisame amps, then he oneshots Hulk.

No, both are 7-A, possibly 6-C. Hulk can increase his AP with Rage, though.

Kisame's best chance here is to drown Hulk or tire him out by abusing his Stamina advantage. Meanwhile, Hulk only needs to shorten the fight to eventually crush him with LS and AP due to his Rage.
