Character A throws a punch at Character B. B counters be slamming his head into A's fist, causing the bones in the latter's hand to shatter. How would one determine the tier(?) of Character B?

B would just scale above the AP/Dura of A for breaking their hand, no specific value.

B would scale above A for not only countering A's punch and nullifying it completely, but also surviving their own headbutt relatively uninjured, because headbutts into solid things will damage you back.
