1) The staff members decide who is promoted based on their contributions (not number, more if they are helpful)

2) Try to help out, help with revisions threads, be polite. That worked out pretty well for me.

It is rather difficult to become a staff member. You usually have to be very reasonable, hard-working, helpful, and rational to even be considered for a position, and then you have to pass a vetting process in which all of the current staff members are asked for input.

Then the bureaucrats evaluate the organised complete results, and decide which candidates that have received sufficient amounts of support and no serious warnings, after which said candidates are interviewed by me.
