Tier 4 in the novels

Tier 3-A/Low 2-C storm games

Tier low 1-C jump force
In the novels, the Momoshiki dimension stuff, and his feat of making a supernova iirc. They ARE canon, they are included in the novel timelines, but whatever. Storm, I am not sure, maybe the stuff with all the stars in Kaguya's dimensions...? Jump Force, that is hard to explain.

There are four versions of the same. damn. events; the movie, the novelization, the anime, and the manga, because we just couldn't get enough of Momoshiki, eh? However, only the anime and the manga are considered to be the canon iterations because why would the outdated movie and its novelization be considered canon anymore? I figured this would have been discussed earlier.

Non-canon crossovers do not officially take place within any of the involved continuities. Examples may include Marvel Vs Capcom, Mortal Kombat Vs DC Universe, or the Dragon Ball/One Piece/Toriko special episode. Given the multiple inconsistencies and lack of canonicity to their original source materials, using these crossovers to scale to canon or canon feats to scale to non-canon original characters is forbidden. Exceptions are that original characters may scale to their own feats or feats seen in the crossover. For example, Dark Kahn has a legitimate 2-C feat, but it does not scale to anyone but him.

The Boruto: Naruto the Movie novel is not canon because Boruto: Naruto the Movie is no longer canon, because Boruto: Next Generations retconned it.
 
The "seeing as fiction" thing doesn't mean much. As best, you could get Tier 2 since VSBW doesn't allow for higher dimensional tiering based on "transcendent" or "beyond [blah blah]" statements without proof that they are actually a dimension above them and infinitely superior.
