How much force would be required to generate an earthquake?

I was making a profile yesterday and I rated him at Small Town level for fighting someone who can generate earthquakes with a punch.

Then I began to wonder, how much force would be required to generate an earthquake with physical force?

This is assuming the context of said earthquake was: "...a massive earthquake... that floors opponents so that no matter how far away they run they still won't be able to escape."

Could this be an upgrade or a downgrade?
 
When it comes to earthquakes the question is how noticeable it is with which distance to the epicenter.

The "no matter how far they run" part is a bit unspecific in that point.
 
Well I suppose, but that's the best I could get on its range since it comes straight from the official profile for said character .

Would it help if I said that the character was Hypersonic+ (scales to characters like Raidramon, who generates and runs alongside the artificial lightning he produces)?

Not really. The statement itself sounds a bit like hyperbole and locally limited earthquakes are something not unusual so without more context we can not really estimated the power of the earthquake (which would usually be done through estimations of the richter magnitude). Estimation without context is hard, since small changes in the richter magnitude are huge changes in energy.
 
In that case, Small Town level sounds like a safe bet then for the time being (at least until I can find the only episode he appears in). Thank you.
