How is Nyarlathotep from Persona 2 Universa level+?

I wont say it because he destroyed the Tsumi Universe, because it's ********.
But Nyarlathotep actually has a universe level+ feat. Well, Collective Unconsciousness's feat.
After Nyarlathotep destroyed the Earth, Tatsuya and his friend used the power of CU to created a whole new universe. CU = Philemon and Nyarlathotep. They are the two side of a same coin, Two side of CU. If what P2 cast used is just a small portion of CU power then i dont think how Nyarlathotep and Philemon are Universe level+
Although at first, i though everything they've done is only erase an event of the past which will lead to another timeline, but after the conversation between me and Raiho (Scroll down to the comment number 12, that is where the conversation start) , he explained that it's not. They actually created a whole new universe, the Batsu Universe
And from what i've learned about CU recently, i think i will make an upgrade revision thread for Nyarlathotep to multiversal in the future
