In the Tsukihime timeline, human history is weakened and Dead Apostles are more dominant, so Heroic Spirits can't be summoned as Servants in it. However Nasu made statements comparing the power of Arcuied to Servants; you can find them in the Typemoon wikia.

But I don't see in what way that is a joke? Nasu has even directly compared Arc to Gilgamesh, and said they have terrible compatibility since she won't get any more back up and he has a metric ton of variability, plus firepower way above and disconnected from the power of his body.
