honestly I wouldnt be surprised if he was that small you never know what you can expect from toriyama since he sometimes goes for the unexpected

Knowing Toriyama, he probably knows that we are expecting a small dragon, so he's gonna make it ridiculously big, like Universal sized. Remember what happened to Monaka?
