If Zoro scars Kaidou and beats King, what warrants Sanji and Queen to be the same tier as Zoro/King?

How does Sanji and Queen scale to 6-a?

The scabbards can harm kaido and can scar him together, jack scales to them and queen scales above jack.

The Scabbards have advanced CoA. Queen or Sanji don't.

The scabbards have multiple stuff that even without Buso lets them scale to Baseline 6-A.
A wounded Izou mortally wounded Maha, who tanked Kazenbo, which hurt Yamato, who is equal to Base Kaido.
An injured Kin'emon pierced Kaido's leg with his sword and tanked a Haoshoku blow.
Kanjuro can hurt the Scabbards, who all have 6-A baseline durability via tanking hits from Kaido, and the scabbards even without Buso can match Kanjuro. Jack also hurt Ashura, so he scales too.
And Queen fought Denjiro in the past, not to mention he scales above Jack.
