How does a 3-A creation feat work?

I was wondering how does one qualify for a 3-A creation feat? How many/much galaxies/planets/black holes/dark matter/nebulae does one have to create to get a 3-A creation feat? Most of the time creating a universe is a low-2C feat I assume because that includes the space-time continuum.

Only way you'd get 3-A creation is if you create the universe but there's no proof you also created the space-time.
