How did Raditz jumped from Massively hpersonic to sub-relativistic?

Because Piccolo sent a normal Ki blast to the moon in 17 seconds but Raditz dodged Piccolo's SBC which is his fastest ki beam.

Reverse powerscaling because Raditz came before the feat.

Not sure if it counts as reverse power scaling, espically since Piccolo hasn't gotten really any stronger
 
It's not really reverse scaling. Reverse scaling is scaling much weaker characters from a stronger one. Raditz was stronger than piccolo at the time, meaning it is not really a problem.

Nah. You can clearly see that it was fired and was on its way towards raditz.

Raditz didn't seen to dodge it completly, he was hit by it in the shoulder and he wasn't able to see it in time to react accordently.


Another example of this happening in other manga: Ichigo couldn't dodge Gin's Bankai. .-. Really!?

Just because he can't see it, doesn't mean that he can't dodge it.
 
It doesn't really make a difference as he was still able to move out of way to mostly avoid it.
