Jacket can throw objects at high velocities and generate kinetic energy from them, reaching 9-B. According to the wiki's KE standards, this should scale to Jacket himself and consequently to the entire verse. This is an AP upgrade for the whole verse

There's also a direct movement speed upgrade, which should be Subsonic+
Various enemies whether in normal or hard mode of HLM2 can react and dodge bullets, and in the Hawaii campaign, Soviet soldiers can react to and duck to dodge bullets.

the 9-B Subsonic+ is fine but no the supersonic reactions is not how that works, the enemies doing a simple motion like ducking bullets from the distance they are is just around that subsonic to maybe subsonic+ range at most for these. Jacket is fine to be rated like this tough:

Enemies can dodge them from much shorter distances and using weapons whose projectiles reach even higher velocities.

Okay then you'll want to calc that and come back with that of that then in that case but otherwise as of right now it'd have to be subsonic+
 
Maybe you can try calculating the KE of the throw using a heavier object just to see if it'll get a higher result?

9-B needs consistency so it can be applied to the entire verse. It could be an atypical case or even a game mechanic. No one adapts to the Jacket physically, only with weaponry.

Anyone can replicate Jacket's feat. It's just a matter of getting started. Besides, there's no scaling chain as such; at most, we have Jacket and Richardt.

The only way to invalidate 9-B in any case would be if the calculation were wrong (it's a basic KE calculation). Because it is consistent at least with Jacket.
 
Btw, 9-B has already been accepted but I haven't updated the pages (they are being corrupted 😭)
