I think, the Phainon case could be categorized as PIS, because it's completely inconsistent, where the scene really just wanted to show something dramatic. Can just scratching like that be scaled? I don't know, it's the same thing with this cat, lol.

This is like Goku getting hit by a laser, Saitama getting horned by Genos, or Luffy getting beaten up by Nami

"PIS" when Zandar One Kuwabara called it a "Legendary Deed", Jing Yuan calling it a monumental achievement that the universe should remember, and Cyrene post Fuli-gaze compared it to their miracle of restoring the universe. These are only just some of characters who've glazed this feat, but they're the most relevant for this discussion if we wanted to talk about it in terms of powerscaling.

Narratively it would actually be LESS consistent if we go by what you feel because they've reiterated how impressive his feat was multiple times across several patches from many different characters.

Oh and the entire Xianzhou godslayer protocol plot would be cooked if Phainon supposedly "didn't do allat" so I genuinely don't know what to tell you.
