Just gonna revise this a little. Sirin actually never fights Cecilia, my mistake.

Then Welt gets an unknown amount stronger in the SoQ and faces Kevin, this is 'the prime he returns to' stated in HSR trailers.

Kevin (Capable of instantly freezing Shamash in base, stated to be capable of leaving SoE's black hole whenever he wants in the moon arc) >>> Judgement of Shamash (Cuts through the SoE Black Hole in second key manga) > Welt (Or at least the SoE) = Zephyro >>> HSR

So we know that Prime Welt is below Kevin as Kevin deals with him easily, Prime Welt is likely somewhere around Siegfried which is superior to 4 core Sirin. Imagine that Sieg throwing hands with Zephyro.

Actual verse of frauds. Keep in mind that 3 core HoV (Death, Void and Thunder) should be stronger than Sirin with 6 cores.
