2016 ignited technically stomp homelander with their madness manipulation since their deadly hallucinations work when they're reduced to small pieces.
2024 ignited don't have same busted hax the original ignited do, the only two characters that do are Foxy and the cupcakes, who can regenerate from literally anything homelander could throw at them, but they don't have any offensive haxes that'd allow them to kill homelander.

I'm just thinking the fact he can just be destroyed by a Rattata because of game mechanics with endeavorWell, my favorite verse is Pokemon. Not much more I need to say. Anything more than a Baby Pokemon without Egg Moves or levels would make him look like the Hulk in Infinity War.

Homelander's best chance, as it often is, is in his Heat Vision & Flight.

an acetylene/oxygen flame burns at about 3,773 K (3,500 °C; 6,332 °F).[4]
Homelander is assumed to match someone who upscales from no-selling that.
Rattata can't fly, although it can fight opponents that do fly.
As for tolerance of Heat, IDK if 1st stages have any crazy heat feats. (Probably. Melting Team Rocket's mechs had to have happened at least once, even if it was by trained Pokemon.)
The best it has, off the top of my head are from, in ascending order, Fennekin, Darumaka, Torchic, Numel & Larvesta:

Even without any of those, it might scale above Magby's heat feat, which is below 1st stages like Rattata, as Magby is a Baby Pokemon.

The original temperature (In localizing from the original Japanese to English, temperatures are converted from celsius to fahrenheit, & height & weight are converted from metric to imperial, & sometimes rounded or given approximating qualifiers.) for Larvesta's feat is 3,000 Celsius. The "nearly" is likely 1 of said approximating qualifiers from the localization.
Anyway, TV Series Homelander's heat vision scales to matching someone who's heat vision could harm someone who could no-sell flames that should be 3,500 °C.
500 degrees hotter, which is only about a 6th hotter than Larvesta's feat.
Rattata could probably survive the heat vision, even independent of being higher tiered than Homelander.... But it probably wouldn't survive it sustainedly.
But with the tiers as is, it'd probably one-shot John in return.
Would be fun to see. Flying Superman rip-off terrifiedly fearing for his life, trying to evade a big, vicious purple rat while also trying to heat vision it as it dodges because it no-sold his punches.
Speed would probably need to be Equalized for it to be fair, though:
