Okay, so I looked at the Hit vs Toppo match from 7 years ago. Thinking it over, there are some things about the match-up that quite frankly the old match didn't really get quite right.
First off, in-character, Toppo is pretty much in his base form under most circumstances. He uses his God of Destruction powers as a last resort, and as such Toppo gets bloodlusted in both definitions of the term. A bloodlusted Toppo would've likely just jumped right into his God of Destruction form.
Secondly, power-wise, it's hard to gauge, really. Power ratings are probably the hardest to gauge in the Tournament of Power Saga, especially with Goku getting two power boosts just from him entering Ultra Instinct -Sign-. A good bit into the Tournament, Toppo held his own against Super Saiyan Blue Vegeta, although Toppo would get his ass creamed by Golden Frieza, which would force Toppo into his God of Destruction mode, which stomped Frieza. Super Saiyan Blue Evolved Vegeta needed to use his self-destruct move turn the tides against God of Destruction Toppo.
While there isn't a single comparison between the strength of any of the Gods of Destruction outside of Belmod being implied to be stronger than Beerus by Whis in the anime when Whis mentioned Jiren the first time, directly comparing Toppo to Sidra, it's easy to tell that God of Destruction Toppo needs to get particularly serious to do what Sidra can do just offering a job to someone, so despite initial appearances, I can't confidently say Toppo is fully there in regards to Gods of Destruction, especially considering he's a trainee under Belmod. Even then, it is noted that Jiren expected more out of Toppo.
Jiren when not really doing anything can just stand where he is unlike everyone else when three of the Gods of Destruction repaired the arena, but any seasoned Dragon Ball fan with a good eye for scaling will tell you that ki-sensing is only a measure of confidence, not entirely a sign of how "there" they are. Hit is probably the closest in regards to level of confidence as Hit was the only one to put up his dukes while Champa was ranting at everyone on his team in the U7 vs U6 Tournament, implying that Hit would at least be willing to defend himself against Champa if it were to come down to that much. When largely held back, Jiren took on Goku's first round of Ultra Instinct -Sign- with about as much casualness as you'd expect, only managing to get himself hit once in the process (and apparently that hit was negligible since it would take until the final battle against Jiren for anyone to actually gauge the intensity of any hits against Jiren). Hit was the first one to make Jiren actually strain, and that was with his Time Cage move. Note that Jiren is still just as held back as he was against Goku's first bout of Ultra Instinct -Sign-, and Goku would later reach a similar level to his first Ultra Instinct -Sign- bout when he combined Super Saiyan Blue with Kaio-ken x20 after the second power boost.
Hit is typically at his most serious when he is allowed to or is hired to kill someone, although signs similar to Hit's killing technique are shown on Jiren when Hit used the Time Cage, so I guess it wouldn't have made that big of a difference in that case.
I think the hardest part about Toppo's God of Destruction state is that it brings about the stipulation that Hit cannot physically touch Toppo. Ki can handle Toppo's aura, but that's pretty much only when it's particularly strong. Hit's Time Cage might fall under the "particularly strong" list, I'm not too sure.
My personal guess from all this is I believe the match-up would be an Incon-stomp, mainly because while Hit's tactics would make the matchup a stomp in his favor against Base Toppo, the match-up would become a stomp in God of Destruction Toppo's favor. I recall that Incon-stomps are just as bannable as stomps in someone's favor, so uhh... That might be an issue.
