Wasn't mister mxyzptlk weakened when superboy prime defeated him?

Superboy Prime wins. All Superman versions generally have very good resistances, including to time related abilities. Highly doubt Time stop would work much. And SBP can take hits. So SBP wins via hax.

Well then his vote can't be taken since the Time trapper and SBP is separated unless SBP has time resistance normally.
