You're confusing 3-A with High 3-A
3-A starts at 2.825 * 10^92 joules, which definitely can be halved as it's still finite

DBGT doesn't downscale from Universal for the most part. The only one who got the Universal statement is Syn/Omega Shenron and the rest just heavily upscale from SSJ3 Goku's 3-C+ feat
