Higher Dimensional Hax vs Lower Dimensional uninteracble things

Character A has 7D range/potency stuff but has no npi for what Character B, who has 6D Type 3 Transduality or Abstract Existence based on a Type 1 Concept, or NEP, etc
Can character A affect Character B in anyway

although being able to outright remove any dimensional plane(Dimensional manipulation or AP to that degree) said Character B can latch itself into to manifest and exist in (assuming his NEP and Type 1 concept has no feats of surviving even deletion of such plane of existence in any form) could theoretically incapacitate it from being unable to act which falls as a winning condition

but technically he would be unable to affect B directly in anyway

What about just effecting the entirity of the dimensional plane? If that gets changed would it be affected?

If we are talking about a battle, character A cannot directly influence character B, but if A completely destroys the plane, A will win the battle between them as A renders B unable to fight
