Suppose there is a valid 5D structure that treats 4D structures as 2D structures, considers an infinite number of 4D (2A by the standard) as finite or has the property R>F. A character A that exists in that 5D structure can destroy or create the above 5D structure and character A has gone down to the 4D universe and this character A is being interacted by other characters in the 4D universe. Maybe even defeated.

My question is can character A achieve L1C tier and is the 5D shown above valid?
