No. He was touching a metal conductor rod. He'd need to be in mid-air within melee distance of Storm to qualify.

Pretty sure we don't count lightning as 8-C durability due to instances of normal humans suriviving it

We do count it as 8-C. Just in specific, qualifiable circumstances. Toad's is not one of them

It should be noted that for real electricity enduring a lightning strike usually doesn't require durability equal to the lightnings full energy. There are two reasons for that:

1. The lightning will usually take only a certain path through the body. Along that path there can be strong burns, but the rest can be largely unaffected.
2. The lightning doesn't discharge its entire energy in the human body. It will usually also heat up the air and pass on into the ground where its energy disperses. The amount of energy lightning produces in form of heat when flowing through is largely determined by the objects electrical resistance.

Due to this, and possibly other factors, it is for example possible for humans to survive being hit by lightning, even though an average normal lightning contains approximately 1.6 billion Joules. The energy of secondary effects that lightning might cause, can in some cases fully apply on the other hand.

This is really pretty much the only reason humans have never taken the full energy of a lightning bolt. That and they're usually grounded so the electricity isn't safely dissipated.

Don’t feel bad. I think opening up the conversation regarding the feat helped since it allow us to not only get a more accurate calc for Gambit, but for more characters in the verse moving forward with the revisions on the way

Juggernaut is "At least High 8-C+" due to upscaling from Colossus, since the result (9.63 Tons) is only a 1.1422637591× away from baseline 8-B (11 Tons), couldn't we upscale Juggernaut to that tier?

In addition to this, the LS of Juggernaut and Colossus should be upgraded to Class 25 since Juggernaut can throw a bus

Yes, but Gambit doesn't have a profile yet and we're also waiting if it's fine to upscale Juggernaut to 8-B based on this
