The speed difference is of x2.5 then(In blade mode) and White is faster in base form, doubt it can cover the "several slashes per swing that attack from any angle, following you in abstract trajectories and is unpredictable" swordmanship.
Base Raiden is already faster than White, and once he uses Blade Mode he becomes 10 times faster

The minor matter immobilization works by putting high concentration of shinsu onto someone, and shinsu is even in nature—a high concentration energy that hinders the move of people. So if you just control the surrounding shinsu to increase the concentration you will induce great pain and hinder their move
Is it In-Character for White? And if it's pain-related it won't probably work on Raiden (Via his Immense Pain Tolerance and pain inhibitors that neutralize it)
It's not in character for anyone, since everyone resist it, in character he doesn't even use energy attacks, just his swordmanship
