Yeah, pretty sure Raiden takes this by skill+Blade Mode. While it would be possible for Luxio to debuff his speed, attack, and durability to the point his stats are divided by 4 after the maximum of 6 uses (12.5% debuff per use), Raiden still ignores durability anyways+still be 2.5x faster assuming he has all his speed amps up, and Luxio can’t paralyze him either due to his resistance to it.

Yeah Luxray's best tools are his debuffs and paralysis.
If those are essentially nullified and his opponent is otherwise better then there's not much he can do.

How is 10 times higher speed enough to avoid a 2 shot? Luxio would still be able to barely affect it especially since it has an electric aura to electrocute Raiden if he touches. And any pokemon with quick attack can increase their speed to the point where they are invisible to the enemy, though it is a short burst of speed increase which is definitely more than 10x

Aura isn't an ability on its profile. You're thinking of Spark, which Raiden can also counter by just using grenades.

Nanomachines son, and he can break free from paralysis and as far as I’m concerned, quick attack doesn’t have a set multiplier for speed so Raiden’s 10x speed amp would probably be faster.
