We can't use stats to justify ratings. This isn't undertale where the stats canonically exist in universe. It's just a one hit kill weapon. Close this.

Because none of the characters reference them outside tutorials. They aren't stated to officially exist in-game. There are no plot points based off of them. They only exist for the convenience of the player.
